The Digital North Denmark was established with a board of Executives, a board of Directors, and 4 project groups, who are all constituted by a wide selection of partners from all parts of North Denmark. The Lighthouse Centre takes care of the daily coordination and administration of activities within The Digital North Denmark.
The Board of Executives The board lays down the rules for the entire Digital North Denmark experiment and is the decision-making authority in all essential general matters. The board was constituted on February 24, 2000 as follows:

The Board of Directors
The board of Directors takes the initiative in cases, prepares them and submits them to the board in cooperation with the Lighthouse Centre, and takes care of following up on this. The board of Directors consists of:

During the entire start-up phase, the Ministry of Information Technology and Research has been represented in both the board and the management to make their contribution to the best start possible. On the June 21 when a great conference held in Aalborg initiated the first round of invitations, the Ministry of Information Technology and Research withdrew from direct involvement, leaving it to citizens of North Denmark to select the projects they considered the most qualified contributors to the establishing of the IT Lighthouse of North Denmark.

Project Groups So far four project groups have been designated with a focus on the first round of invitations. As for the project contest 2000, the project groups handle three main tasks:
- Establishing the framework laid down by the Board for each of the four main themes, including the description of possible means and defining the fields of effort to achieve the goals.
- Preparing a proposal for a project strategy for each main theme – which types of projects should the round of invitation put in demand within the main theme in question.
- Take part in awarding contributions for the project contests within their own main theme.

The Lighthouse Centre The Lighthouse Centre handles the coordination of activities and projects within The Digital North Denmark on a daily basis. The Lighthouse Centre is organizationally attached to the Board of Directors referring to the Board, and with reference on a daily basis to Per Okkels, Clerk to the county.

The Lighthouse Centre has the following fields of responsibility:
- Marketing and profiling the Digital North Denmark, both in general and relating to specific target groups
- Coordination – providing a maximum synergy between projects and activities within the total experiment of The Digital North Denmark
- Presentation, exchange of experience and building up competence with the aim of allowing a maximum number of people to benefit from the knowledge accumulated, both in the individual projects and in the total experiment
- Evaluation – of both the projects, the process, and the effect of the combined experiment
- Secretariat assistance to the board, the board of directors, the management and to project groups
- Administration and supervision of projects within The Digital North Denmark
Additionally the Lighthouse Centre should e.g.:
- Make sure that special initiatives are taken to support the IT lighthouse; this includes furthering the possibilities of initiating special spearheading projects
- Accumulate experience as a foundation for the development of North Denmark beyond 2003, when the IT Lighthouse Project is to be concluded
- Consider special platforms for The Digital North Denmark, including e.g. conferences and physical and mobile identifications of the Lighthouse Project
- Establish and maintain international contacts related to the field, e.g. experiences from similar projects abroad, possible openings for support from the EU etc.
Of the total of DKK 510 mill. allocated to The Digital North Denmark, the DKK 30 mill. will cover the activities of the Lighthouse Centre, however, with an amount of 6 mill. DKK reserved in advance for following up on research activities. The Ministry of Research will pay 1/3, and the County of North Denmark another 1/3, while the last 1/3 will be covered by the municipalities of North Denmark contributing with DKK 5 per capita per year for four years (2000-2003).
