| Description | The project has two main objects. It will offer education to journalists for a more convenient use of electronic applications in their daily work, especially the retrieval and analysis of computer-based information from authorities. And this will generate an experience in where and how the authorities can make electronic information available that can contribute to better stories in the media and thereby present all citizens with a deeper knowledge of what actually goes on at the authorities.
The county of North Jutland and a number of municipalities of the county have already gained some experience with electronic openness, for example by publicing the daily mail lists, agendas, summaries and memos from committee meetings on the Web. The way of doing this varies from authority to authority. In some places it is easy to use for the press and the public. In other places it is harder.
The project will focus on this experience. We will test ways to take it further, for example by providing database access with the authorities. This could be databases containing information on poisoned sites, rat extermination, water meter readings or medicine prescriptions on the hospital wards.
On a long term basis the experience is to be used elsewhere in Denmark and abroad in producing proposals for the use of the electronic openness and make a new Act on Public Access to Documents in Administrative Files.
The press has a need for a special educational boost to be capable of using the new methods. Experience proves that journalists are lagging behind the most in putting the new methods to use in research and especially in the information analysis. This is why a special educational effort has been integrated in the project.
The parties involved in the project are the County of North Jutland, the municipality of Frederikshavn, the municipality of Brovst, the Nordjyske Stiftstidende, ANR & TV Danmark Aalborg, DR Nordjylland, and the Dansk Institut for Computer-Assisted Reporting, abbreviated as Dicar.
Dicar is the project owner, and the Dicar people are experienced from several years of using computer-aided methods, retrieving and using raw data from the authorities and teaching these subjects. |
