These are only a few of the thoughts related to the vision of the Open Digital Administration and the Open Digital Town Hall.
With the ”Towards the Open Digital Town Hall” project the Municipality of Aalborg wishes to bring this vision a step closer to reality. Making this vision come true requires great changes – both externally, aimed at the citizens to have access to information, personal data and self service solutions, - and internally, within the municipality the administrative systems and procedures should be geared to support the citizen self service.
Rome was not built in a day. And this Lighthouse project will surely not be able to implement the vision of the Open Digital Town Hall overnight – still, this will take us a far and very critical step in the right direction.

What is the Aim of the Project?
The Project is focusing on security in the electronic exchange of information between citizens and municipality. A crucial condition for making the Open Digital Town Hall come true is a fully operative security system – including a digital signature system that is practically operative. So with this project the municipality of Aalborg wishes to try out the digital signature in a few separate and defined areas – e.g. within the area of taxation, enabling the citizens to access his/her own pending tax cases, to communicate with the case officer and to help oneself via the Internet using digital signatures. Subsequently the goal is to disseminate the signature solution to other areas of the municipal administration.

What is a Digital Signature?
A digital signature is an electronically enabled signature with the legal force of a physical personal signature. The digital signature is a contribution to the security of the citizen when sending or receiving information via the Internet, making sure that:
- The receiver and sender of electronic information is actually the person he/she claims to be
- Only the intended receiver can read the information
- Information can not be modified or tampered with on its way from the sender to the receiver
This very aspect of security is vital to public organisations allowing citizens direct access to their own data – including the more sensitive information that requires a higher level of security than a so-called PIN code.

Who can use the Digital Signature?
Planning ahead, the long term goal is to offer every citizen a digital signature. However, during the lifetime of the project under the Digital North Denmark, the focus is limited to a minor target group. To complete this project, the municipality of Aalborg needs a number of citizens who are prepared to take part in the experiment. At present the scope is a target group of approximately 2,000 participants in the experiment. The procedure for selecting participants has not yet been defined.

When is the Experiment to be Kicked Off?
During the second half-year of 2001 the selected citizens will be enabled to communicate with the municipality of Aalborg using digital signatures within the selected areas for the experiment. The first half-year of 2001 will partly be used to install the digital signature facilities in the municipality and those taking part in the experiment, and partly to develop the self service solution ”View Your Own Tax Case”. The project will be concluded in 2002 with an evaluation of the experiment.
