The Theme of Qualification and Education

The main theme of qualification and education is intended to enhance the development of qualifications within the region of North Denmark on IT related fields or fields where IT can contribute to the development of qualifications in general. The object is to create a permanent boost in industrial development, in the services offered by the public sector, in exercising democracy and in the individual citizen’s participation in leisure activities, culture, consumption etc. A boost in qualifications is required covering everyone in the region of North Denmark, - from groups possessing none or few IT qualifications, to groups holding spearheading qualifications within one or several fields.

Competence and education is centered on four fields of effort:

IT in Education
The institutions of education are playing a special role in the development of qualifications. The educational system of North Denmark must offer relevant and future-oriented educations within the IT field, and IT should be widely integrated in the educations offered. A development of new and existing IT educations is required, and it calls for working with new approaches in organizing and evaluating educations which are putting IT potentials to use. This challenge affects both the ordinary daily person-to-person education and distance teaching as well as combinations of the two approaches.

IT in the Labour Market
There is a need to attract and retain new IT qualifications in the region of North Denmark, and at the same time major segments of the North Denmark workforce need an upgrading of their qualifications and new skills. This challenge applies to both those in jobs and those between or out of jobs. However, developing IT qualifications is not just a question of acquiring new skills. Private and public employers are facing the challenge of deploying IT in a growing number of fields and organizing work processes in new ways.

IT in Leisure and Culture
A good number of associations, societies and cultural institutions have taken up the challenge of IT, at an elementary stage though, concentrating on developing attractive websites. Time is up for the next step where associations and cultural activities on a wide scale learn how to put IT to use in a more interactive way. Walls should be broken down, and virtual rooms should be created for the citizens to meet, exchange ideas and show each other what they can offer. There is a lot of potential to go for here, not only for the citizens of North Denmark, but also for tourists and others interested in North Denmark.

IT as a Welfare Booster
IT qualifications will always be unevenly distributed on social groups. However, the distribution should not be allowed to prevent certain groups from taking part in social life. There is a risk of the IT development loosing groups with lack of resources who are unfamiliar with the potentials of the new technology. Still. this needs not be the case. On the contrary, IT can play a significant role in integrating exposed groups in the network of the welfare society by allowing them to experience the potentials of the new technology in practice. A central goal has been set to strengthen the social relations in the region of North Denmark.
